Quebec skilled worker selection (PSTQ)

Quebec selects skilled workers through its Skilled Worker Selection Program (PSTQ). Selected applicants receive a Certificat de sélection du Québec (CSQ) and then apply to the federal government for permanent residence.

Eligibility, ranking and invitation — what is the difference?

Eligibility means meeting the minimum published requirements. Ranking compares candidates where the pathway uses a score. Invitation is the authority’s decision. These are different, and only the authority decides.

Drafted from the official pages listed under Sources, last read on 25 October 2026. Rules, fees and thresholds change: check the official page before you act. This is not legal advice and does not guarantee any outcome.

Overview

Quebec.ca presents the PSTQ as the route for people who wish to immigrate to Quebec as skilled workers, whether they are in Quebec or abroad.

Quebec selects; Canada admits. The Quebec page states that applicants and accompanying family members must be selected by Quebec and then admitted by Canada.

How it works

The Quebec page lists these steps in order.

  • Submit an expression of interest.
  • Receive an invitation (required before applying).
  • Submit an application for permanent selection.
  • Quebec examines the application.
  • Receive the CSQ, then apply to the federal government for permanent residence.

Requirements stated by Quebec

General conditions apply to all streams. The French levels below are on the Quebec scale (Échelle québécoise) as written on the page.

The page describes four streams. Stream 3 concerns regulated professions; Stream 4 concerns exceptional talent. Read the official page for the full text of each stream.

  • Be 18 years or older.
  • Be likely to be able to do the job.
  • Sign a Financial Self-Sufficiency Contract.
  • Obtain the Attestation d'apprentissage des valeurs démocratiques et des valeurs québécoises.
  • French, Stream 1 (FEER 0, 1, 2): oral level 7 or higher and written level 5 or higher.
  • French, Stream 2 (FEER 3, 4, 5): spoken level 5 or higher.
  • French, Stream 3: as Stream 1 for FEER 0, 1, 2; spoken level 5 or higher for FEER 3, 4, 5.
  • French, Stream 4: no French requirement stated.
  • Accompanying spouse: spoken French level 4 or higher.

Federal step after the CSQ

IRCC states that applicants can apply if they hold a Certificat de sélection du Québec and file a full permanent residence application that includes police certificates. The Quebec page says Ottawa decides whether to grant permanent residence and that Quebec's role ends at selection.

Quebec-selected skilled workers appear in IRCC's economic-class fee list, with the same amounts as Express Entry in that list.

What to check on the official page

Check the expression of interest and invitation rules, the stream you may fit, the occupation you declare, and the current French level information on quebec.ca. The Quebec page notes your primary occupation must stay the same if you accept an invitation.

What changes often

Quebec updates stream rules, invitation rounds and French requirements. The Quebec overview page showed 'Last update: December 22, 2025'. Re-check quebec.ca and IRCC fee pages before relying on any figure.
